debian/watch version 5

Hi,

uscan with new debian/watch format version 5 is ready (available in experimental).
Of course this version of uscan is still able to read current formats. The main changes in version 5 are:
- rfc822 style (like other debian files)
- "templates" that permit to calculate automatically sources. Example:

  Version: 5

  Template: Github
  Author: guimard
  Project: llng-docker

Note that there are also a uscan command and a salsa command to basically update debian/watch.

Contrib are welcome to add templates (currently we have Github and Metacpan).

I propose to release it to unstable, then backports. And then we will be able to push it into debci machines (else tracker will report errors for all version-5 files).
