We have that choice without netplan too. Should users have a choice wrt
netplan? Don't they already?
Is a base-installation with netplan and NetworkManager less "bloated"
than an installation with only NetworkManager? Will netplan and
systemd-networkd cover the desktop/laptop usecase, or do you still need
NetworkManager for that?
Exactly what problem are you solving here?
