How in the world do you jump to that conclusion?

Usually it's due to thing like precompiled documentation: {man,info}pages, HTML pages.

To generate these files you usually need texinfo, groff, pandoc, sphinx, etc. All big packages with plenty of runtime and build-time dependencies.

But as I said, for cases like arch rebootstraps, <nodoc> can remove the need to bootstrap a long (and often circular) chain of dependencies.
