For completeness, B-D-Arch are not guaranteed to be installed during
clean either. Similarly, Build-Conflicts are guaranteed to be absent,
but the rarely-used Build-Conflicts-{Arch,Indep} are allowed to be
present during clean. Policy reference for this is §7.7:

    clean
        Only the Build-Depends and Build-Conflicts fields must be
        satisfied when this target is invoked.
