I don't think you got that original mail from the list, it's Daniel sending mails to a large amount of people and forging some headers to make it look like it's coming from debian-devel, and then when people reply-to, they inadvertently send the content to debian-devel themselves.
He's already banned from all the Debian lists, this is just a new way he's discovered of being abusive.
