fwiw, adduser has never been interested in this configuration. the
login.defs(5) manpage says that it is the "shadow password suite
configuration". I am not sure whether adduser should honor that
configuration. At least both configurations are in sync to each other.

Would it make sense that adduser reads login.defs if the respective
setting is not overridden in adduser.conf?
