BTS not archiving Bcc: mails? [was: Re: inconsistent mailgraph settings]

Likely Jörg Frings-Fürst BCCed the -close@ address.  There are some
people who do that…

Wouldn't the Bcc'ed email that arrived to the BTS be visible in the bug's log/archive (on the bug's page (https://bugs.debian.org/989734))? Or will BTS filter out Bcc emails?

Why would the BTS behave in such a way or even allow that? ?8-o ?
