The conventions are actually describes in `man 7 man-pages`. There is
also http://www.schweikhardt.net/man_page_howto.html which I always found
excellent. So what are you referring to? Some kind of corporate design?

dh-make actually ships a GROFF based example which is added when one debianizes
a source package: /usr/share/debhelper/dh_make/debian/manpage.1.ex. I have
written a short blog article about using GROFF too:
