Thanks for the hint; you called it exactly. I had this in my apt
preferences:
Package: *
Pin: release a=testing
Pin-Priority: 900
Package: *
Pin: release o=Debian
Pin-Priority: -10
... and I'm currently still on Buster, having not moved on to Bullseye
yet.
