How about just 9, 10, 11?

deb http://deb.debian.org/debian 11 main
deb http://security.debian.org/debian-security 11-security main

and:

deb http://deb.debian.org/debian 11.2 main
deb http://security.debian.org/debian-security 11.2-security main

as aliases to the above when point releases are created.

We used to have a similar scheme in Apertis:

deb https://repositories.apertis.org/apertis 19.03 target development

(We have switched away from YY.MM release versioning to vYYYY, but
nevertheless.)
