This appears to be in progress. In response to previous discussion of
this same issue, a dpkg maintainer wrote about this a few weeks ago:

Jeremy's mention of the TC was in the context of wishing there was a
dispute-resolution mechanism less "heavy" than escalating to the TC,
so it seems you and Jeremy are in agreement there.
