Server ''Alioth'' had several tasks,
including providing a place where new users can create an account.
Those Alioth -guest account where sync to the SSO server.
Alioth tasks went to various servers.
The New Maintainer process leans on the incoming -guest accounts.
There needs be a ''service'' that can ''feed'' SSO with new accounts.
