SIP API Specification of JSR 32

The SIP API is an extended Java API used by a couple of projects,
e.g. ice4j, Jitsi, Apache Camel and others.

The JSR hasn't been updated for many years and this package mostly consists
of interfaces, it won't involve much maintenance, if any.
