missing -dbgsym packages on uploads by maintainer(s)



there are a bunch of package which were missing -dbgsym packages on
their arch upload. The buildd built them on the remaining architectures.
Here are a few examples:
- missing on amd64: aptly, meep, xdelta3
- missing on i386: chasen, cronutils, maildrop

my understanding is that those are built and automatically added to the
changes file so they have to uploaded unless they are removed manually.
Is there maybe a loophole? Is there anything we can/should do once such
a package is found except binNMU it each time?
