The point of a freeze is that we start using a progressively larger stick
to stop that.  People who don't honor the freeze will increasingly risk
having their change just reverted, or their packages not propagating to
testing.

The system for handling this does work rather well (although it's a ton of
work for the release team when people don't pay attention, so please do
note the release timeschedule and coordinate your transitions!).
