A library that provides symbolic constant support. It includes
collections and constants with text, numeric, and bit flag
values. Originally twisted.python.constants from the Twisted
project.

It is a new dependency of Python Twisted (package source 'twisted'), so
I'm going to package it in order to upload version 16.5.0 of twisted
itself.
