 The python-csscompressor package provides an almost exact port of YUI CSS
 Compressor. It passes all original unittests.

This is a new dependency for python-django-compressor, itself needed for
Horizon, the OpenStack dashboard. Note that this is needed if we ant the
latest commit from django-compressor, which is the only way to get Django
1.9 compatibility.
