There's already a systemd-cron generator, which consumes crontab and
cron.d files and generates .timer units.

(And .timer is a perfectly compatible configuration file format: it's
compatible with .service file syntax. ;)  Which is actually rather
useful, since you can then use all the same syntax to control the
launched program.)
