I think Marco meant udev dropping support for the older variant of
"persistent" names, the one the article you linked to refers at 'For a
longer time udev shipped support for assigning permanent "ethX" names to
certain interfaces based on their MAC addresses.'.

As described in the article, there certainly were reasons other than
"Red Hat does not care about it" to drop this feature. Whether it would
have been preferable to keep optional support somewhat longer for
backwards compatibility is another question.
