I think the changes are quite small and easy to un-implement later.
Having it would prevent lots of bug reports for uninstallable packages:
from a quick look at the debian-x mailing lists there were already six
reports for one package in the last day...

Moving changelog/copyright to another location will break other tools
and thus take a while before it can be used (I expect at least lintian
and dak to be unhappy).  Splitting the binNMU entry out will make tools
miss said entry, but not break them.  That's probably not a large
problem and could be ignored until we have a final solution.

(Personally I'm not sure we should declare them metadata anyway, but
that should better be discussed in #681289.)
