If it's the normal W3C license, namely the one below, then that should be
fine.  It's basically a BSD license with a requirement to document changes
from the original.  It's even GPL-compatible.

I'm fairly sure that all the XHTML DTDs are covered under that license.
It's standard for W3C work.
