% ip -6 addr show dev eth0 | grep "2001:db8::deb1:46.* tentative"
    inet6 2001:db8::deb1:46/64 scope global tentative

Once DAD completes, the "tentative" goes away.

Programatically, I think that's checking the return of
getifaddrs(3), ifa_flags, for IFA_F_TENTATIVE.
