Or do you upload, wait for the buildd build-dep lock, and do a binary-only upload? I don't think anyone wants to get rid of binary-only uploads. Binary only uploads get rejected if there is no source package anyway, so it's pretty easy to still allow binary-only-uploads and strip a .deb on the sourceful upload.
