AFAIU it is meant for cases where you connect a debian box to an
existing LDAP etc. environment, where a user and group might
exits but not be related. Like a user that is called admin and an
admin system group etc.
Having alligned UIDs==GIDs makes UPGs systems more distinguishable
from other systems. The check will also recognize RH,
f, ... UPGs systems, and the allignment will make those other systems
also recognized a debian server as an UPG system.
