If the only thing you use quilt for is Debian packaging and you perform
quilt operations from the top of the tree, then this setting in ~/.quiltrc
works fine:

    QUILT_PATCHES=debian/patches

There's a more complex recipe in the quilt documentation that handles more
cases.
