http://www.opennurbs.org and readme.txt included in the distribution contain:

Because of "there are no restrictions..." it looks like the library is in
the public domain (or at least DFSG-free).

I need this library for brlcad (ITP: #289632). brlcad source includes
the library, but i think it is better to package it separately.

Upstream makefile produces only static library. I'll try to make package
with shared library if possible.
