It does not. To programmatically convert from quilt to a wig&pen
debian.tar.gz, one would need to discard the series file and rename all
the patches.
I don't know whether the effort of adding a series or 00list file to a
dpkg format 2.1 is worthwhile, but it seems like it might make things
easier.
