The package was hardly current by the time the ITP was filed. In
fact, I did not check whether it was simply a huge mail delay. The
BTS is very slow these days.
The ITP should have been filed a day or so before the package was
uploaded just to allow for some feedback. But there are packages
uploaded without ITPs, so this one is hardly a violation. I was just
pointing it out.
reportbug *does* check for existing packages when you file an ITP,
I *think*.
