I disagree. It certainly does concern development.

lists.debian.org describes these as:

debian-devel: "Development of Debian"
debian-project: "Discussions about non-technical issues in the project"

Threads about which list to use are even more wasteful than threads that
are on the wrong list. Please let's stop now.
