Mailman is one such package (/var/lock in its case, but the assumption is the same). When I suggested making that change to Tollef, he wasn't very receptive. In my case I was mounting /var/run and /var/lock as tmpfs filesystems all the time to reduce hard disk access on a machine that was running all the time.
