Then this is something that can easily be fixed. Not as easily as with
the classical foo -> foo-data dependency, as debconf-english has the
same symlink, but it's possible to keep these directories in the
package. Gaining a few kilobytes on the hard disk to have the changelog
in another package, at the cost of a circular dependency, is too
expensive IMHO.
