* File a wishlist bug against the package to update to the new version,
if someone else didn't already do so
* Read section 7.4 of the Developers' reference, which talks about how
to handle inactive and/or unreachable maintainers, and do what's being
suggested there
* Prepare an updated package and offer it to the maintainer (if you get
some reaction from him) or to other Debian Developers (if not) with a
request to sponsor an upload.
