Yeah, that would be my guess.

I started from a dh_make template and just kept the comment.  More
recently, I've started removing it since I know what #DEBHELPER# is for
and expect everyone who would be doing an NMU does as well, but the
comment is informative to new packagers looking at the source package and
doesn't really hurt anything.
