I do not see the need for a waterproof definition capable of splitting
the archive in two, the important and the not so important.  We could
for example start with the packages in base (aka installed by
debootstrap), and add the most commonly installed packages as reported
by popularity-contest.

I have little doubt that these packages are the most important
packages in debian, and that all of them are more important than for
example one of my own packages, ipmitool. :)
