I would suggest that it is part of a sponsor's job to check that the
sponsored package is not gratuitously structured as a native package.

The New Maintainer documentation describes the sponsoring concept.

No. It says that *once* you become a developer, then you have to do
the uploading yourself. Before this happens you will have to find a
sponsor to do it, and so you don't yet need to concern youself with
direct uploads.
