According to the short snippet I read there, there's not much more to
state but that this really sounds like a case for FAI, which uses
cfengine for some tasks during installation, too.

While the actual version of FAI only takes care of installation, there
are already patches/additions that take care of updating without full
installation and plans to integrate these additions into FAI.
