It would be useful for our users to know the policies of acceptance of a
package to Debian, whatever they are.

Except it's not- we won't distribute things which are illegal to
distribute, apparently with regard to the laws of the US and wherever
non-us lives these days.

1) There are mirrors in our distribution network throughout the world,
let's hope that the mirror maintainers are willing to deal with the
authorities in their country.

2) Where do we point out to our users that the laws which govern what
we'll distribute are those of the US and finland (or wherever) and that
the laws in their country may forbid distribution?

Especially if they're downloading from a mirror that's in their country,
they may not be aware of this.
