In ideal world, there should be no dpkg-shlibdeps and dpkg-buildpackage in 
dpkg-cross, instead the cross-compilation support should be included in 
'standard' dpkg-shlibdeps and dpkg-buildpackage :).


To avoid build failures, I will add code that duplicates undocumented 
behaviour.

However, I still think that this behaviour should either be removed, or 
documented.
Currently both dpkg-shlibdeps and dh_shlibdeps documentation is very clear 
on how to handle local shlibs properly. However, packages don't follow 
those simple rules.
After all, 'it works' and 'it is done properly' is not the same ...
