I think it will be better to change the package not to use undocumented 
behaviour.
There are at least 2 ways to do so:
- - prepare zlib1g package tree in debian/zlib1b/ (not debian/tmp) so 
dh_shlibdeps adds proper -L argument to dpkg-shlibdeps
- - remove -L arg of dh_shlibdeps, and add '-- -L debian/shlibs' instead, to 
pass arguments to dpkg-shlibdeps directly.
