OK, I've created an updated version which is working fine for me. I think is
ready for upload to the archive, but testing is welcome.
 It's available here:
http://users.evtek.fi/~k0400388/debian/mozilla-firefox-locale-all/1.0-4/

* It includes all the translations oficially released by mozilla.org EXCEPT:
  - those translations that already have a debian package (I can add them upon
request).
  - those translations which have an aparently active ITP (I'm contacting the
authors of the ITP).

* It currently uses the name mozilla-firefox-xx-xx for each language, not only
mozilla-firefox-locale-xx. I don't know if this way is nice for you, but I
think is the only way of deal with things like pt-BR and pt-PT, es-ES and
es-AR, etc.

* It only shows the locale code in the description, not the name of the
language (eg. it shows zh-TW and not Chinese). I thing it's not the best way,
but I don't see any automatic way of doing it. I can, however, add the names
by hand before uploading to the archive.

* The previous version was using the XPI files from the nightly builds
directory, instead of the oficially released ones. Now we have less
languages, but I think is better idea. However, I can add some non-oficially
released language, if someone points me to the right place to get it.

Regards,

  Cesar
