What is wrong with it? End-user machines should not send email directly, they should use the mail server from their ISP.

In principal: Yes.
But that DNS blacklist quoted above is still braindead. I have a static IP from my (IP) provider to be able to reliably run my own mail server. However, that IP regularly ends up on the sorbs.net dynIP blacklist as well as a variety of other dialup blacklists.
