What is it needed to solve this problematic situation?

Your assertion that a stable release containing code which has been obsoleted
by the upstream developers and is not reviewed anymore for security problems
is bogus.
I rather have a system with code (say SpamAssassin) which is being activelly
developed and reviwed than code which is rottening, is useless but is
considered stable by Debian.
