Yes. All of /etc/* is the domain of the local administrator, and
whatever he can set up there such that it works to his satisfaction is
perfectly OK.
Of course the administrator would have to write cron rules himself
that invoke cron.{onely,fively,twentyfively} at times he felt
appropriate.
