No. emacs21-bin-common in sarge correctly registers
/usr/bin/ctags.emacs21 together with
/usr/share/man/man1/ctags.1emacs21.gz as alternative for ctags.

It is probably a bug in xemacs21, it used to provide ctags, too but
has not cleaned up properly.
