  unlikely in complete upgrades but possible in manual upgrades of just
  fetchmail: user with the split package, sees description stating the
  new f-common is "dummy" and says: "uhm, I'll remove it and then
  install the new fetchmail".

  but it's a corner case (I think) and I say (b) as a good compromise.
