At the moment, you don't.  There doesn't exist a 'ia64-libs', if you
will.  It's possible you could find the old biarch stuff and use that to
get a toolchain going to the point where you could actually build one.
They'd have to be 'fake' i386 packages though, unless you go through and
make the changes necessary to dpkg and company.
