This second one is the only open question, and I agree it is off-topic
for -vote. I guess constructive feedback on the multiarch proposal (the
URL of which has been cited in this thread) is welcome on -devel.

This last one could be considered on-topic for -vote in the context of
this unholy GR, but I rather think it's abuse of it, as we have a
release team for this kind of issue.
