subversion is waiting for perl, which is blocked by rc bugs resulting
in FTBFS on arm.
OTOH swig1.3 cannot go into testing _without_ the updated subversion.
libsvn0 in testing depends on libswig1.3, but the newer swig1.3 source
package in sid does not build libswig1.3 anymore, the soname has changed
and the library shipped in sid is called libswig1.3.21.
