Isn't this example a bit contrived?  In what part of the packaging system
does this situation exist?

The tools can't tell the difference, without context, between a upstream
version number "1.1" and a Debian revision number "1.1", or the real number
"1.1" either.  Fortunately, however, they don't need to.
