So, where's the problem? The package should be called
libjasper-1.701-1. Unpractical? Yes, but that's something you have to
fix upsteam, not in -devel.
How often does upstream release new versions? I was under the
impression that the JPEG 2000 implementation was rather mature now.
Isn't that the case?
